Effingham, IL (12,577)    The City of Effingham is a vibrant, stand-alone community located in east central Illinois approximately 100 miles east of St. Louis and 200 miles south of Chicago. The Mayor and Council are seeking an energetic and team-oriented leader with a strong knowledge base in municipal finance & budgeting, economic development and general municipal operations to become its next City Administrator. 

The City of Effingham serves as a regional hub for commerce, recreation and culture for a multi-county region. It boasts a thriving local economy anchored by a number of diverse and stable mid-sized employers. It also has a robust and growing retail sector that provides shopping and dining choices more commonly found in larger metropolitan areas.   The local government in Effingham can be characterized as stable, financially sound, and forward leaning.  The previous Administrator, who left for another position out of state, served the City for eight (8) years.  The excellent senior staff includes a mix of seasoned long-tenured professionals along with a few fresh faces who bring perspectives to the City. 

The Mayor and Council, which consists of both veteran elected officials and newly elected emerging leaders, work as a team and they strongly support the Administrator and the professional department directors. The City has an annual budget of $78,570,000 with stable revenue growth and strong reserves in all key operating funds. The City has 111 full-time employees and 54 part-time and seasonal employees who help the City provide a full range of public services to the residents of Effingham.  In addition to the desired competencies mentioned above, the Mayor and Council are seeking candidates for the position who are personable, approachable, good communicators and who intend to play an active role in the community.

Candidates for this position must have a Bachelor’s Degree and at least 5 years of responsible experience in a public sector managerial position.  A Master’s Degree in Public Administration or some other related field is preferred.  Starting salary: $100,000 to $115,000 DOQ/E. Residency is required within six (6) months of the appointment.
