About the Village of Bradley
Live, work, play, and grow with Bradley! Situated just 50 miles south of Chicago, covering 7.24 square miles in Kankakee County, Bradley is ripe for growth. The Village’s 2010 census population was 15,895 and the community is poised to accept further residential and business development due to exciting expansion plans of large manufacturers just outside its borders. CSL Behring, an Australian based biopharmaceutical company, has launched a massive expansion garnering both state and national attention and Nucor Steel is conducting a $180M expansion to their production facility. This growth has earned Kankakee County the #1 ranking among 394 metropolitan statistical areas nationwide for year-over-year growth by Area Development magazine.
The Village has steadily emerged as a primary shopping hub for the region and includes many well-known retail businesses, supermarkets, and countless dining establishments. Easy transportation access is provided via US Interstate #57. Travel options to Chicago and northern suburbs include the Metra Electric Line which is accessible via a short drive to the University Park station. Travel time to and from Midway Airport and Chicago’s downtown metro is just 70 minutes. Given the relative affordability of homes in the Village (the median home value is $130,500), Bradley is attractive to first time home buyers and the median age of the population is 34.
Leisure opportunities are plenty in Bradley. The Village is served by the Bourbonnais Township Park District which offers numerous recreational programs and several community gems including the Perry Farm, Exploration Station Children’s Museum, and Willowhaven Nature Center. Kankakee Valley State Park offers the region 4,000 acres of green space, much running along the majestic Kankakee river. The community is served by school districts #61 and #258 providing elementary and middle school needs and the Bradley -Bourbonnais High School has an enrollment of about 2000 students. Higher education needs are made available through nearby Olivet Nazarene University and Kankakee Community College.
About Village Government
The Village operates in a non-home rule environment and consists of a Mayor and six at-large Trustees. The day-to-day operations are managed by a Village Administrator who oversees an organization of 86 full-time employees and over 35 part-time/seasonal staff in six Departments: Administration, Building Standards, Fire, Police, IT, and Public Works. The Village enjoys a high-quality AA- bond rating from Standard and Poor’s and operates on a May 1 fiscal year. The FY 2019 budget is $23.4M across all funds and reflects a General Fund deficit of $1M for the second consecutive year. Village leadership has taken active steps to address the shortage by instituting a financial reform plan that included the establishment of a telecommunications tax.
About the Position
The Finance Director is appointed by the Mayor with the advice and consent of the Village Board, and reports to the Village Administrator. The position serves as financial advisor to the Mayor and Village Board, Village Administrator and Department Heads. Principal position duties include budget preparation, annual audit, financial reporting, accounts payables & receivables, sewer billing (water service is provided by Aqua Illinois). The Director supervises a Sewer Billing Clerk and shares oversite of other clerical staff’s financial roles in a joint management arrangement.

Compensation and Benefits
The starting salary range is $92K-$105K. Appointment salary is DOQ. A comprehensive benefits package includes health, dental insurance (also available to dependents), life insurance, and membership in the Illinois Municipal Retirement Fund (IMRF). The Village offers paid vacation, personal days, holidays, sick leave, and an annual merit review.
